Summary
Despite huge optimism amongst western diplomats that President Vladimir Putin's Russia would sooner or later strike a bargain and not oppose the Ahtisaari plan in the Security Council, the Russians said they would veto it and eventually the United States and its European allies were forced to abandon their attempt to push it through. Yet, with the UN mission in Kosovo in an advanced state of administrative decay, there are concerted efforts in Brussels to come up with a so-called Plan B. The problem is that the EU needs unanimity to send its major mission to Kosovo and it is unclear how this could be done if there is no new Security Council resolution.
