President Saddam Hussein of Iraq is proving to be quite adept at the game of brinkmanship. "A new victory for Sad dam Hussein," trumpeted the Baghdad official daily Al-Thawra last November when Iraq's president returned from the brink - only minutes from receiving a crushing American bombardment - overturning his decision to end United Nations weapons inspections.
As on previous occasions, the Americans and the British - also claimed victory: "Just what we always wanted," insisted President Bill Clinton.
