BAD-TEMPERED TURN Meanwhile the bad-tempered turn in Russian foreign policy, and its continued pressure on its near neighbours either by exploiting their energy dependence or, in the case of Georgia, by military intervention followed by support for secession, is raising anxiety levels among those NATO members who were once either part of the Soviet Union or of theWarsawPact. The readiness of US President Barack Obama's administration to try to revive the US-Russian relationship, for example by giving a boost to arms control, may seem to Washington a sensible way of restoring some calm in Europe and gaining cooperation on wider issues, such as what to do about Iran, but it will also lead to suspicions among the smaller central European states that, as always, their interests are secondary when great powers start to do deals.
