Summary


The UN believes that trade sanctions should not be lifted against Iraq since its efforts on dismantling the country's weapons programs have not yet finished its task. The UN special commission also thinks that Iraq still has a formidable capability in biological weapons and that an end to the embargo would allow it to recover all its chemical and nuclear weapons capability as well. They are still unsure about the number of scientists and technicians who can be called upon to rebuild a nuclear arms program.
