iT IS WIDELY ACCEPTED THAT THE PROFOUND ECONOMIC CRISIS IN THE United States and across the globe is likely to absorb much of the energy and attention of President Barack Obama in his first year. This is not least because engineering effective solutions will not lie entirely or, perhaps, even principally, in his hands. Members of the US Congress will need to approve and authorise the spending for much of what he and his administration propose and, undoubtedly, this will test the limits of his skills as a consensus builder and leader.
