RUSSIA HAS CALLED ON ITS CASPIAN neighbours to create a joint naval task force to prevent the smuggling of weapons of mass destruction (WMD), or their component parts, on the high seas. The scheme, promoted rapidly in the context of the American-led international Proliferation Security Initiative (PSI), is linked to suspicions Iran is secretly pursuing an atomic weapons policy in contravention of its obligations under the Nuclear Non-Proliferation Treaty.
