Knowing When to Lead
THERE IS A WIDESPREAD feeling in the majority of 'southern' countries at the UN which mainly belong to the Non-aligned Movement and Group of 77, that the next Secretary-General should be Asian. The fact that the Asian group of member states includes China is important since, as a permanent member of the Security Council, it is in a position to veto any recommendation to the General Assembly which calls for a non-Asian candidate to be appointed.
