Summary
The first problem is that many network operators dislike Vol P traffic going over their data network. Not only does such a system deprive them of valuable pence-per-minute call revenue, but the demands of a steady stream of data are both potentially costly in megabyte terms if you pay for data by volume, and also, critically, require the network to carry that data steadily and smoothly, which is something that is elusive in 3g and GPRS for both economic, and major technical reasons.
