Iran's February 2000 Majlis poll, which resulted in an overwhelming victory for supporters of President Khatami's reform programme, is an indication of the painstaking evolutionary nature of the Islamic Republic which has characterised Iranian politics since the late 1980s.
Under the presidency of Rafsanjani between 1989 and 1997, the phase of creeping pragmatism in foreign, domestic and economic policy began.
