Summary
The post-war settlement - brokered by the United Nations, the Economic Community Of West African States and Britain, the country's former colonial ruler and chief foreign sponsor - has therefore emphasised democratic elections and the rebuilding of state institutions to prevent the slide into another war. A recent Department for International Development review of the Anti-Corruption Commission, which it partially funds, concluded that the Commission has had no impact on public perception of corruption or on real reduction of corruption hi basic services or the private sector.

THE WAR IN SIERRA LEONE WHICH WAS COMPLICATED BY THE country's rogue army, pro-government militia groups, and neighbouring Liberia eyeing its alluvial diamond riches, led to the near-total destruction of already weak state institutions and killed an estimated 75,000 people. Bad governance, corruption and dictatorship contributed to the conflict becoming almost all-consuming.
